Capability is not performance

A result is evidence. It is not a complete inventory of the person who produced it.

Performance is what became visible in a defined event. Capability is what was available for the relevant demand. Conflating the two creates the Snapshot Trap: one moment becomes a verdict, and development begins before the problem has been defined.

The practical question is not whether the result matters. It does. The question is what the result can legitimately support. Compare equivalent moments. Establish what capability has appeared elsewhere. Then investigate what changed.
